Abstract
The aim of the research is to study the systemic arrangements for disaster risk management and disaster damage assessment in a few countries that can be compared with Slovenia in terms of agricultural production, climate and geographical characteristics.
We will also examine what new knowledge, technological (e.g. assessment using satellite imagery, agrometeorological data, applications, models, etc.) and methodological solutions are already available for the introduction of an objective calculation of damage assessment.
The objective of the task is to reduce human error and administrative burden in the damage assessment by using the different databases already available or by exploring the possibility of setting up a new database.
We will also define the conditions and criteria for declaring a natural disaster (e.g. when at national, regional or municipal level) and for granting State aid (e.g. percentage of damage, etc.).
We will also examine the possibility of introducing 'combined' risk management, i.e. a system of risk sharing between the agricultural holding (preventive measures, production insurance), the State (co-financing of investments in preventive measures and co-financing of insurance premiums) and the insurance companies.
More detailed objectives:
- Analysis of the systemic arrangements for assessing damage caused by natural disasters and adverse weather conditions and risk management in a few countries;
- to study the introduction of "calculated damage" using existing available databases (weather data, GERKs, soil structure and texture, etc.);
- examining the change in the threshold for declaring a natural disaster and adverse weather conditions (national, regional, municipal) and its technical justification;
- setting the conditions and criteria for aid, which will have an incentive effect for investing in preventive measures and taking out insurance;
- examining the possibility of a combined risk management approach: agricultural holding - insurance company - State aid;
- preparing a proposal for the establishment of an effective system for assessing damage caused by natural disasters and adverse weather conditions in agricultural production.
The results will allow a review and analysis of the existing available data and practices in damage assessment and risk management due to natural disasters and adverse weather conditions. We will also analyse the necessary and available data sources, and examine the conditions and criteria to be met in order for a country to be able to declare a natural disaster in a specific administrative area. Based on the results of the analyses, mathematical models will be developed to test the possibility of a systematic and objectivised calculation of damages. The analyses and the model developed will also be used to try to establish quantitative criteria for declaring a natural disaster in a given administrative area.
Taking into account all the preliminary findings, in the last phase of the project we will develop proposals for alternative scenarios for combined disaster and adverse weather risk management, which will be the basis for the development of proposals for system solutions, following an evaluation with stakeholders.
